This Impact Assessment Framework discusses the importance of rigorous impact evaluation and provides an overview of the relevance, application, strengths, and limitations of impact evaluation techniques of various SME finance policies. The Framework covers experimental and nonexperimental approaches that can be used to evaluate a broad context of SME policies and programs and provides examples of actual impact evaluations for each of the components of the SME Finance Policy Guide.
